Corned Beef

3 -5 lb.  boneless beef brisket
1/2 cup brown sugar
1/2 cup vinegar
2 tsp. garlic powder (not garlic salt)
1 tsp. peppercorns

Cover corned beef with cold water and simmer a 3 lb. brisket for 2 to 2 1/2 hours. 
Simmer a 5 lb. piece for 3 1/2 to 4 hours.
